The Promoter badge is unobtainable. I got a notification showing I completed the requirements but the badge didn’t unlock. It shows that I invited her on her profile as well.
The only user to unlock it was an admin.

Also, this is the only account that has unlocked the campaigner badge so it is probably unobtainable as well.
Although I have also been finding, the badges aren’t as seemingly as reliable, as they have been on other forums: Are you sure the invited doesn’t have to reach the membership level above basic, before the badge is applied?
If not, how much time has elapsed since joining?
I know sometimes, they don’t always get applied straight away.
It took about a day but it unlocked now
